In brief:

  1. The cost of a vehicle registration ranges from 43 to 68.95 euros per fiscal horsepower in mainland France in 2026, and from 30 to 60 euros in the overseas territories. For the same 7 horsepower vehicle, the gap between the cheapest and the most expensive region reaches 181.65 euros.
  2. The Paris region is the special case of the year: the regional rate is still 54.95 euros and has not been raised, but the additional 14 euro per fiscal horsepower tax for Ile-de-France Mobilites, in force since 1 March 2026, brings the total to 68.95 euros.
  3. On top of the regional tax come fixed charges: an 11 euro management fee and a 2.76 euro delivery fee, plus the CO2 penalty on new vehicles and the 34 to 285 euro professional tax on vans and commercial vehicles.
  4. The tax is set by the State and the region and does not vary depending on the website used. Only service fees change: 0 euro on the official route, 44.90 to 99.90 euros including tax at cartegrise.com depending on the amount of regional tax.

How much a vehicle registration costs in 2026 comes up with every used car purchase, and the answers found online often give different amounts for the same vehicle, because they predate the update of the regional rates. The real cost is calculated from three simple inputs: the vehicle’s fiscal horsepower, the regional fiscal horsepower rate of the region where it is registered, and two national fixed charges. This guide gives the rates applicable on 18 September 2026, region by region, Paris surcharge included, with three fully worked examples.

Regional fiscal horsepower rates in 2026

The table below reflects the increases voted for 2026, including the new Ile-de-France Mobilites tax introduced on 1 March 2026. The last column shows the total for a 7 horsepower vehicle, regional tax and fixed charges combined, excluding the CO2 penalty.

Two reservations come with this table. The regional rates themselves are consistent across sources for all eighteen regions. Exemptions for clean vehicles, however, have not been uniform since 2025: several regions abolished theirs during the year, while some tables published online still show the previous regime. The regional tax amount is therefore the reliable figure, while the exemption has to be checked with the region before buying.

The Paris region case: a tax that exists nowhere else

The Paris region fiscal horsepower rate was not raised by the regional council: it remains 54.95 euros, a stable amount, still below the legal ceiling of 60 euros. What changes on 1 March 2026 is the addition of a flat-rate 14 euro per fiscal horsepower tax earmarked for Ile-de-France Mobilites, introduced by the 2026 finance act to fund public transport in the region.

The total per fiscal horsepower therefore moves from 54.95 euros to 68.95 euros, creating a 25.95 euro per horsepower gap with Hauts-de-France and Auvergne-Rhone-Alpes. For a small city car of 5 horsepower, that difference amounts to 129.75 euros on the regional tax alone. Many tables published earlier in the year still show 54.95 euros: that figure is not wrong, it simply predates 1 March 2026 or is incomplete, because it omits the additional tax.

The overseas territories, usually missing from online tables

The five overseas departments and regions apply their own rates, far below the mainland average: 30 euros per fiscal horsepower in Mayotte, 41 in Guadeloupe, 42.50 in French Guiana, 53 in Martinique and 60 on Reunion Island. For a 7 horsepower vehicle, registration in Mayotte costs 223.76 euros against 433.76 euros on Reunion Island, nearly double for the same vehicle.

Most mainland simulators and comparisons omit these five territories. On an administrative topic, that omission produces the most common error: a reader living in Guadeloupe applies a mainland table and budgets nearly 100 euros more than needed.

How much a vehicle registration costs, in one figure

For a used vehicle under 10 years old, a registration costs in 2026 between 223.76 euros for a 7 horsepower city car registered in Mayotte and 496.41 euros for the same vehicle registered in the Paris region, excluding the CO2 penalty. In mainland France the range narrows to between 314.76 euros in Hauts-de-France and Auvergne-Rhone-Alpes and 496.41 euros in the Paris region. Those amounts include the regional tax, the 11 euro management fee and the 2.76 euro delivery fee. The CO2 penalty does not apply to a used vehicle already registered in France, and the professional tax only concerns commercial vehicles.

What is added to the regional tax

The regional tax accounts for most of the bill, but it never comes alone.

The fixed charges: 11 euros and 2.76 euros

Fact sheet F19211 on service-public.gouv.fr, dedicated to the cost of a registration certificate, details two national charges identical in every region: the management fee, field Y4 of the application form, set at 11 euros, and the delivery fee, field Y5, set at 2.76 euros. That fee covers printing and tracked delivery of the certificate, and it is payable even when the application is made entirely online.

Those 13.76 euros are added to every certificate issued. They set the floor of the bill for procedures that trigger no regional tax, such as a duplicate, an address change from the fourth request onwards, or adding the collector vehicle mention.

The CO2 penalty, and who really pays it

The CO2 penalty only applies to first registrations of new or imported vehicles, from 108 grams of CO2 per kilometre in 2026, with a ceiling of 80,000 euros. A used vehicle already registered in France escapes it entirely when ownership is transferred, which explains how two vehicles with identical fiscal horsepower can have very different registration costs depending on their origin.

A weight-based penalty is added to the CO2 penalty on the heaviest new vehicles. For a used purchase between private individuals in France, neither line ever appears on the invoice, and that is one of the few tax advantages of buying used: the preparation rules are detailed in our checklist for buying a used car.

The professional tax: 34 to 285 euros for vans and commercial vehicles

A third line missing from mainstream tables: the professional tax, also called the parafiscal tax, which funds vocational training in the transport sector. It applies to every commercial vehicle used to transport goods or passengers, including vans bought by private individuals, and its amount depends on the maximum authorised weight:

  • 34 euros for a van with a maximum authorised weight of 3.5 tonnes or less, which covers the vast majority of vans and panel vans.
  • 127 euros for a weight above 3.5 tonnes and below 6 tonnes.
  • 189 euros for a weight of 6 tonnes or more and below 11 tonnes.
  • 285 euros for a weight above 11 tonnes or for a public transport vehicle.

Collector vehicles are exempt. For a tradesperson registering a van, that 34 euro tax is added to the regional tax, the 11 euro management fee and the 2.76 euro delivery fee.

Three fully worked examples

The amounts below exclude the CO2 penalty and assume a vehicle under 10 years old, with the service fees of cartegrise.com taken from their published scale.

Example 1: 5 horsepower city car in Rennes (Brittany, 60 euros per horsepower). Regional tax: 5 x 60 = 300 euros. Fixed charges: 13.76 euros. Total taxes: 313.76 euros. With an authorised provider’s service fee, which stands at 59.90 euros including tax when the regional tax falls between 200 and 399 euros, the amount payable reaches 373.66 euros.

Example 2: 6 horsepower family car in Lyon (Auvergne-Rhone-Alpes, 43 euros per horsepower). Regional tax: 6 x 43 = 258 euros. Fixed charges: 13.76 euros. Total taxes: 271.76 euros. A service fee of 59.90 euros for that band brings the total to 331.66 euros. The same vehicle registered in the Paris region would pay 413.70 euros of regional tax, that is 155.70 euros more.

Example 3: 7 horsepower vehicle in the Paris region (68.95 euros per horsepower). Regional tax: 7 x 68.95 = 482.65 euros. Fixed charges: 13.76 euros. Total taxes: 496.41 euros. A service fee of 69.90 euros for the 400 to 599 euros band brings the total to 566.31 euros. Without the Ile-de-France Mobilites surcharge, the same 7 horsepower would have cost 384.65 euros of regional tax: the surcharge alone represents 98 euros.

Where to run the procedure, and what it changes for the price

The tax amount does not depend on the website used. The table below shows what varies from one player to another, as of 18 September 2026.

One clarification avoids a frequent misunderstanding: service-public.gouv.fr does not let you register your vehicle. It publishes the official fact sheet and the cost simulator, then redirects to the agency’s online service for the procedure itself. Mistaking it for an online counter costs time when the application is finally submitted.

Two other providers appearing in search results, carte-grise.org and cartegriseminute.fr, offer rate simulators, and their sites give the detail of their services. For the next step, the full procedure is described in our guide to registering a vehicle online, and the address change case is covered in our article on the registration address change deadline.

The provider’s own simulator remains the fastest way to obtain the total before confirming: the vehicle registration price simulator at cartegrise.com applies the 2026 regional rates and shows the service fee before payment, which removes the gap between the amount quoted online and the final invoice.

Frequently asked questions

How much does a vehicle registration cost in the Paris region in 2026?

The Paris region fiscal horsepower rate remains 54.95 euros and was not raised: it is still below the legal ceiling of 60 euros. Since 1 March 2026, a flat-rate surcharge of 14 euros per fiscal horsepower for Ile-de-France Mobilites is added, bringing the total to 68.95 euros per horsepower. For a 7 horsepower vehicle, the regional tax reaches 482.65 euros and the total with fixed charges is 496.41 euros, against 384.65 euros of regional tax before the surcharge.

Is the cost of a registration certificate the same everywhere in France?

No. Each regional council votes its rate within a legal ceiling of 60 euros per fiscal horsepower, and the Paris region now exceeds that ceiling through an earmarked surcharge. In 2026 the rate ranges from 43 euros in Auvergne-Rhone-Alpes and Hauts-de-France to 68.95 euros in the Paris region, surcharge included, and falls to 30 euros in Mayotte. For the same 7 horsepower vehicle, the gap between the cheapest and the most expensive region reaches 181.65 euros.

Does the price change depending on the website used?

No, and this is the most misunderstood point of the procedure. The regional tax and the fixed charges are set by the State and the region, and they are identical whatever the intermediary: 0 euro of fees on the official route, 44.90 to 99.90 euros including tax of service fees at cartegrise.com depending on the regional tax, and each authorised provider publishes its own scale of service fees. A site advertising a cheaper registration is in fact advertising lower service fees, never a reduced tax.

How much does a registration cost for a vehicle over 10 years old?

The regional tax is halved for passenger cars over 10 years old, with a 0.5 coefficient applied to the regional rate. A 5 horsepower vehicle registered in Brittany drops from 300 euros to 150 euros of regional tax, and a 7 horsepower vehicle in the Paris region from 482.65 euros to 241.32 euros. The 11 euro management fee and the 2.76 euro delivery fee remain payable, and the CO2 penalty only concerns new or imported vehicles.

How can the exact amount be known before starting the procedure?

Two free tools give the tax amount: the official simulator on service-public.gouv.fr, which covers mainland and overseas departments, and the simulators run by authorised providers, which show the same tax amount followed by their service fees. The useful habit is to check that the estimate includes the 14 euro per fiscal horsepower Paris surcharge when the vehicle is registered in the Paris region: an estimate stopping at 54.95 euros predates 1 March 2026.

How our rankings are established

Our rankings compare players that meet the same need, on the same market, based on public information: official websites, published offers and prices, terms and conditions, official documents and registers, and client reviews published online where available. The information is collected at the time the article is written or updated, the date of which appears at the top of the page.

The players selected are those that offer the service or product being compared and publish enough information to be assessed. Our rankings do not claim to be exhaustive. Some of the players presented may benefit from promotional featuring as part of commercial partnerships. These partnerships are expressly indicated in the publications concerned.

Each player is assessed against the same criteria: the scope of the offer and how well it matches the need, the verifiable characteristics of the service or product, price and terms where published, the support provided, the transparency of the information provided and, where they exist, client reviews published on third-party platforms. Each criterion is scored on the basis of information published by the player itself or by its clients, and the position in the ranking follows from the overall score obtained. When the editorial team could not find the information needed to score a criterion, it is marked N.A (not applicable, as the data was not found by the editorial team) and scores no points. A summary table presents the main criteria used and the assessment results for each company.
